The Elitty all eyes on you - pop eyeliners (lucid dreaming) is very streaky and thin. Does not show up well on brown skin

I got a used product and infact this is dried. How can I buy it further when I can't even try it properly? eyeliner came totally dry and used. Almost all of it is actually used.
